Randy Bates, Esq Public Finance Attorney

Randy Bates, formerly of the Bates and Coleman, PC law firm, primarily focuses on public finance law, serving as co-bond, disclosure or underwriters’ counsel in taxable and tax-exempt bond transactions. Randy has been a member of the Texas Bar for forty (40) years. He developed a practice in public finance law in 2002, now having over 20 years of experience.
Randy has served as co-bond counsel, underwriters' counsel, and disclosure counsel on numerous taxable and tax-exempt bond financings, including transactions for agencies of the State, school districts, cities, counties, and water districts. Randy provides and has provided co-bond counsel services to various municipalities, educational agencies and instrumentalities of the State, including: The City of Houston, Metropolitan Transit Authority, Coastal Water Authority, the Board of Regents of the University of Houston and Houston Community College. Randy also serves as underwriters' counsel on numerous financings each year, including representation of RBC Dain Rauscher Inc., First Southwest Company, Southwest Securities, Lehman Brothers, J.P. Morgan Securities Inc., Rice Financial, Siebert, Brandford, Shank & Co., Goldman Sachs & Co. Inc., Estrada Hinojosa & Company, Inc., Morgan Keegan & Company, Inc., UBS Financial Services Inc. and Coastal Securities. The System is an issuer of tax-exempt bonds and has provided Bates with the unique prospective as an issuer of bonds.
Randy is active in traditional bond financings, conduit financings, financings for State agencies, and for governmental entities such as school districts, cities, counties and special purpose districts. Experience in bond financings for governmental entities includes general obligation, limited obligation financings, Build America Bonds, ad valorem tax-secured financings, tax, and revenue anticipation financings and special or limited obligation financings, such as utility system revenue-secured financings.

Community Involvement

SCHOOL BOARD EXPERIENCE Lone Star College System, Houston, 1992 – 2013Board of Trustees
• Served seven years as Chairman of the Board of Trustees and served on all committees of the Board. • Represented the district before credit rating agencies, which resulted in seven upgrades by Moody’s and Standard and Poor’s. The District currently maintains an AAA rating at both agencies. Led the vision to make technology a priority for Lone Star College System. Instrumental in hiring a new CIO and led the Board in providing support and adequate funding for an aggressive execution to include centralization and outsourcing. Following this initiative, Lone Star College won several national and international awards, which helped to increase student enrollment by 200% and provided an online system that grew 33% during his tenure.
