Randy Bates, formerly of the Bates and Coleman, PC law firm, primarily focuses on public finance law, serving as co-bond, disclosure or underwriters’ counsel in taxable and tax-exempt bond transactions. Randy has been a member of the Texas Bar for forty (40) years. He developed a practice in public finance law in 2002, now having over 20 years of experience.

• Served seven years as Chairman of the Board of Trustees and served on all committees of the Board. • Represented the district before credit rating agencies, which resulted in seven upgrades by Moody’s and Standard and Poor’s. The District currently maintains an AAA rating at both agencies. Led the vision to make technology a priority for Lone Star College System. Instrumental in hiring a new CIO and led the Board in providing support and adequate funding for an aggressive execution to include centralization and outsourcing. Following this initiative, Lone Star College won several national and international awards, which helped to increase student enrollment by 200% and provided an online system that grew 33% during his tenure.
